For additionally gained deluge effects that target, that effect must be present at the time it is added to the effects stack as well as during resolution for it to resolve properly.

If an effect that requires a target is gained after that effect is added to the effects stack, that source would fizzle due to not having the mandatory targets for resolution. For example, if Liquidation was activated, and Ardus was put onto the field at fast speed, Liquidation would now have two effects that each have a mandatory target. Because targets can no longer be assigned due to Liquidation already being activated, Liquidation fizzles.

For cards that gain deluge effects that target, it is important to assign which target is for the base effect and which target is for the gained effect. For example, if Liquidation's activation targets unit A with its base effect and unit B with its gained effect, the removal of Ardus before this activation's resolution would result in unit B no longer being targeted by Liquidation.
